T\u00e4st\u00e4 huolimatta Ilmasotakoululla ei ole soveltuvaa ty\u00f6kalua verkko-opetuksensa vaikuttavuuden mittaamiseen. T\u00e4ss\u00e4 tutkielmassa Puolustusvoimien k\u00e4ytt\u00f6\u00f6n rakennettiin osaamisperustaisen verkko-opetuksen laadukkuutta ja konstruktiivista linjakkuutta arvioiva mittari, jota testattiin kyselytutkimuksena yhdell\u00e4 Ilmasotakoulun verkko-opintojaksolla. Aineisto ker\u00e4ttiin Ilmasotakoulun opiskelijoille suunnatulla anonyymilla kyselyll\u00e4 ja se analysoitiin monimenetelm\u00e4isesti. Kyselytutkimuksen lis\u00e4ksi toteutettiin systemaattinen kirjallisuushaku, jolla l\u00f6ydettiin seitsem\u00e4n muuta osaamisperustaisen opetuksen laadukkuutta tai linjakkuutta arvioivaa mittaria. Tutkimuksen teoreettisessa taustassa esitell\u00e4\u00e4n osaamisperustainen verkko-opetus ja verkko-opetuksen vaikuttavuus laadukkuuden ja konstruktiivisen linjakkuuden n\u00e4k\u00f6kulmista. N\u00e4m\u00e4 toimivat painopistein\u00e4 systemaattisessa kirjallisuushaussa ja verkko-opetuksen vaikuttavuutta arvioivan mittarin suunnittelussa. Kyselytutkimuksessa saatujen vastauksien perusteella opiskelijat n\u00e4kiv\u00e4t Ilmasotakoulun verkko-opetuksen laadukkaana ja konstruktiivisesti linjakkaana. Vastauksien perusteella opiskelijat toivovat opintonsa sis\u00e4lt\u00e4v\u00e4n noin puolet l\u00e4hiopetusta ja puolet verkko-opetusta. Verkko-opetuksessa laatua laskevana tekij\u00e4n\u00e4 koettiin vuorovaikutuksen puute kanssaopiskelijoihin ja liian suuret opintokokonaisuudet. Despite this, the Air Force Academy does not have a suitable tool to measure the effectiveness of its e-learning. In this thesis, an indicator was created for the Finnish Defence Forces to assess the quality and constructive alignment of competence-based e-learning, which was implemented as a survey in one e-learning course at the Air Force Academy. The data was collected through an anonymous questionnaire addressed to students of the Air Force Academy and analyzed using a multi-method approach. In addition to the questionnaire survey, a systematic literature review was conducted to identify seven other indicators that assess the quality or constructive alignment of competency-based teaching. The theoretical background of the study presents competence-based e-learning and the effectiveness of e-learning from the perspectives of quality and constructive alignment. These served as focal points for the systematic literature search and the design of the e-learning effectiveness indicator. Based on the responses to the survey, the students perceived the online education of the Air Force Academy as high quality and constructively aligned. Based on the responses, students would like to see approximately 50-50 balance between face-to-face and online learning. The lack of interaction with students and too large study modules were perceived as a factor reducing the quality of e-learning.
