Julkisiin tietoj\u00e4rjestelm\u00e4hankintoihin k\u00e4ytet\u00e4\u00e4n vuosittain huomattava m\u00e4\u00e4r\u00e4 julkisia varoja ja ep\u00e4onnistuneisiin hankintoihin liittyv\u00e4n julkisen keskustelun perusteella keinoja niiden onnistumiseen tulisi l\u00f6yt\u00e4\u00e4. T\u00e4st\u00e4 huolimatta julkisia tietoj\u00e4rjestelm\u00e4hankintoja on kuitenkin tutkittu v\u00e4h\u00e4n ja vain yksitt\u00e4iset tutkimukset tarkastelevat aihetta kokonaisvaltaisesti. T\u00e4m\u00e4 pro gradu -tutkimus t\u00e4ytt\u00e4\u00e4 kyseist\u00e4 tutkimusaukkoa ja sen tarkoituksena on selvitt\u00e4\u00e4 miten julkisten tietoj\u00e4rjestelm\u00e4hankintojen onnistumisen mahdollisuuksia voidaan parantaa. Tutkimusaiheen tarkastelu tehd\u00e4\u00e4n p\u00e4\u00e4s\u00e4\u00e4nt\u00f6isesti hankintayksik\u00f6n n\u00e4k\u00f6kulmasta ja se aloitetaan onnistuneen julkisen hankinnan m\u00e4\u00e4ritelm\u00e4n tarkastelulla. T\u00e4m\u00e4n j\u00e4lkeen tutkimuksessa kartoitetaan onnistumiseen my\u00f6t\u00e4vaikuttavia tekij\u00f6it\u00e4, haasteita ja sit\u00e4, miten n\u00e4it\u00e4 haasteita voidaan ennaltaehk\u00e4ist\u00e4 tai niiden ei-toivottuja vaikutuksia pienent\u00e4\u00e4. Tutkimuksen empiirinen osuus toteutettiin laadullisena haastattelututkimuksena ja haastattelut teemoitettuna asiantuntijahaastatteluna. Tutkimuksen empiirisen osuuden teoreettisena taustana on julkista tietoj\u00e4rjestelm\u00e4hankintaa sek\u00e4 -kehityst\u00e4 tarkasteleva kirjallisuuskatsaus ja my\u00f6s tutkimuksen teoreettinen viitekehys muodostettiin tutkimuksen taustakirjallisuuden perusteella. Tutkimustuloksena muodostettiin ehdotelma yleisest\u00e4 julkisen tietoj\u00e4rjestelm\u00e4hankinnan m\u00e4\u00e4ritelm\u00e4st\u00e4 sek\u00e4 tunnistettiin hankintojen onnistumista edist\u00e4vi\u00e4 tekij\u00f6it\u00e4, haasteita sek\u00e4 keinoja haasteiden ei-toivottujen vaikutusten minimoimiseksi. Osa n\u00e4ist\u00e4 tutkimusl\u00f6yd\u00f6ksist\u00e4 oli uusia ja kaikkiin tutkimuskysymyksiin vastat-tiin. Tutkimustulokset osoittavat, ett\u00e4 tietoj\u00e4rjestelm\u00e4hankinnalle tulee asettaa tavoitteet tapauskohtaisesti ja t\u00e4rkeimm\u00e4t onnistumista edist\u00e4v\u00e4t tekij\u00e4t ovat sek\u00e4 hankintayksik\u00f6n ett\u00e4 toimittajan kyvykkyys ja osaaminen, laadukas tarjouspyynt\u00f6, vuoropuhelu hankintayksik\u00f6n ja toimittajien v\u00e4lill\u00e4 hankinnan ensimm\u00e4isist\u00e4 vaiheista alkaen sek\u00e4 hankinnan koko elinkaaren aikainen seuranta ja poikkeamiin reagointi.", "language": "fi", "element": "description", "qualifier": "abstract", "schema": "dc"}, {"key": "dc.description.abstract", "value": "Successful procurement is the target of all public procurements of information system. However, achieving this target is demanding because of the complexity of the information system and the restrictions of the procurement legislation. The amount of public funds spent yearly on the public procurements of the information system is remarkable. On the basis of the public discussion concerning the unsuccessful acquisitions, measures for successful procurement should be found. Despite of this, the public procurement of IS has not been a common research subject and this theme has been comprehensively examined in some separate studies only. This master\u00b4s thesis fulfills the research gap and the target of this study is to find out how the possibilities for succeeding in public procurements of information system can be enhanced. The research subject is mainly focusing on the contracting entity perspective and it starts with examining the definition of successful public procurement. Then the study examines the factors contributing to a successful procurement process, the challenges and how these challenges could be prevented or how the unwanted effects of the challenges could be reduced. The empirical part of the study was carried out as a qualitative interview study and the interviews were conducted as thematic expert interviews. The theoretical background of the empirical study comprises a literature review of the public procurement of the information system and its development, and also the theoretical framework was compiled on the basis of the background literature of the study. The research results comprise a proposal for the common definition of public procurement of information system as well as identification of factors contributing to successful acquisitions, the challenges and measures for minimizing the unwanted effects of the challenges. Some of these foundings were new and all questions of the study were answered.
