Public IT projects are publicized in the media due to many failures. Public sector IT projects are also of greater interest to people, as public funds are used for them. Management consultants have a very controversial reputation, and many people do not know what they are doing in public IT projects and how reasonable it is to hire them. The reform of the public sector in the 1990s has led to the transition of many private sector practices to a public sector organization. One of these changes is the recruitment of external experts, i.e., the use of consultants. The future will have more and more IT projects and they will be a daily experience in the future. The aim of this literature review is to study the use of management consultants in public IT projects and when to use them by collecting information from different sources. The literature review showed that management consultants have played a major role in public sector change and can be used in a wide range of roles in IT projects.
