Jotta pystytään yl-läpitämään informaatioteknologian palveluiden arvontuotto halutulla tasolla ja kehittämään toimintaprosesseja jatkuvasti paremmaksi, täytyy prosesseja pystyä mittaamaan jatkuvan kehittämisen periaatteiden mukaisesti. Tästä joh-tuen prosessit tulee olla mitattavia ja hyvin dokumentoituja. IT-palvelunhallinnan prosessimallit perustuvat pääasiassa parhaisiin käytäntöi-hin, joita kehitetään maailmanlaajuisesti yhteisöjen voimin. Yhteisöihin kuu-luu jäseniä useista eri organisaatioista, maista ja toimialoilta. Vaikka yhteisöt kehittävät prosessimalleja jatkuvasti, niiden mittaamiseen löytyvät työkalut ovat usein maksullisia. IT-palvelunhallinnan prosessien mittaamiseen on tar-jolla useampia työkaluja eri näkökulmista, mutta maksullisuuden takia useita niistä ei pystytä vapaasti käyttämään. Ilmaisissa mittareissa ohjeistus on usein puutteellista ja niitä hyödyntävä organisaatio joutuu tekemään merkittävästi töitä, jotta mittarin käyttö ylipäätään onnistuu. Tämä tutkimus keskittyy tuot-tamaan sopiva mittari kohdeorganisaatio IT-palvelunhallinnan prosessien mittaamiseen. Tutkielman tutkimusprosessina on käytetty suunnittelutieteel-listä tutkimusprosessia ja sen ohjaamana on tarkoitus toteuttaa konstruktio, jonka avulla voidaan mitata IT-palvelunhallinnan prosessien kyvykkyystaso. Tietoa prosessien kyvykkyystasosta voidaan hyödyntää prosessien kehittämi-sen lähtökohtana ja tukena. Changes in business and customer needs create new requirements for IT ser-vices. Changing business environment sets new requirements also for IT ser-vice management and operation. To keep continuous development running and IT service value creation at a desirable level, the IT organization must be able to measure the process capability continuously. All this leads to a situa-tion where processes must be measurable and well documented. IT service management practices are grounded very often in best practices, which are developed world wide by networked communities. These communities con-sist of people from different organizations, countries and industries. Although communities develop process models continuously, the tools to measure the processes are often chargeable. To measure IT service management, there are several tools available, which measure the processes from a different views, but quite often the tools are not available and not free of charge. Tools which are available for free, quite often have insufficient guiding documentation how to execute the measurement, the organization has to use a lot of research effort to use the tool in practice. This study concentrates on creating an IT ser-vices management process measuring tool for a target organization. In this study the design science research methodology is used as the research method. A construct which is used to measure IT services management process capa-bilities is created. The current state capability information can be used to de-velop the processes.
