Ty\u00f6ss\u00e4 selvitettiin, miten muutoksen koettiin vaikuttaneen ELY-keskuksen toimintakykyyn ja sis\u00e4iseen viestint\u00e4\u00e4n. Samalla tutkittiin, miten byrokraattinen organisaatiokulttuuri oli yhteydess\u00e4 sis\u00e4iseen viestint\u00e4\u00e4n.\r\n\r\nAineiston keruun menetelm\u00e4n\u00e4 oli kokonaisvaltainen sis\u00e4isen viestinn\u00e4n auditointi, joka\r\ntoteutettiin kev\u00e4\u00e4ll\u00e4 2011 s\u00e4hk\u00f6isell\u00e4 kyselylomakkeella. Monivalintakysymysten analyysimenetelmin\u00e4 olivat tilastollisesti kuvaava analyysi ja yhteisvaihtelun analyysi. Avoimia kysymyksi\u00e4 analysoitiin sis\u00e4ll\u00f6n erittely\u00e4 k\u00e4ytt\u00e4en.\r\n\r\nMuutoksen vaikutus koettiin p\u00e4\u00e4asiassa tehottomuutena, johon liittyi byrokraattisten\r\nilmi\u00f6iden lis\u00e4\u00e4ntyminen. Sis\u00e4isen viestinn\u00e4n ongelmina olivat esimerkiksi yhteisen\r\ntietoverkon puute, tietohallinnon ongelmat sek\u00e4 vastuualueiden v\u00e4linen viestint\u00e4. Hallinnonalojen yhteisty\u00f6n koettiin lis\u00e4\u00e4ntyneen, mutta rikkoneen hallinnonalan sis\u00e4ist\u00e4\r\nyhten\u00e4isyytt\u00e4. Yhteisi\u00e4 p\u00e4\u00e4m\u00e4\u00e4ri\u00e4 oli vaikea l\u00f6yt\u00e4\u00e4 ja ne koettiin vaikeasti ymm\u00e4rrett\u00e4viksi. Ty\u00f6ilmapiiri koettiin silti hyv\u00e4ksi.\r\n\r\nByrokraattisen organisaatiokulttuurin elementit, kuten hierarkia, erikoistunut teht\u00e4v\u00e4nkuva\r\nja vallan keskittynyt rakenne olivat yhteydess\u00e4 sis\u00e4iseen viestint\u00e4\u00e4n. Yhten\u00e4 kulttuurin piirteen\u00e4 oli my\u00f6s ep\u00e4tietoisuus tulevaisuudesta. Keskeisen\u00e4 johtop\u00e4\u00e4t\u00f6ksen\u00e4 on, ett\u00e4 viestint\u00e4 on yksi keskeisimmist\u00e4 tekij\u00f6ist\u00e4 organisaatiomuutoksen onnistumisessa.
