description The purpose of this study is to show how the global security agenda has changed since the end of Cold War, by analysing the US doctrine formation processes. The research data were speeches given and essays written by the President of the United States or other highly ranked state officer, that have dealt with issues like: US strategy, US interest and world hegemony. The broad spectrum that emerges from these assessments is the concern towards global instability in intra-state level, and that states named as rogue ones could harbour international terrorism or use WMD against all western values. Other concern that emerges these assessments is the call for multilateral cooperation to fight against predominant uncertainty. I was found that international system is a socially constructed hierarchical society, where states capabilities and interests determine their role in the system. In the early 1990's the liberal American values spread around the globe, it created an uneven development in some regions, making them more unstable than others. Same time US wanted show its strength as a sole superpower by acting as a world police. But in the early years of new millennium US had to note that its capabilities were not enough big to control solely the world hegemony. Main things in my study is that, friend and enemy relations in international relations has retreat on the way of friend and rival relations. States respects each others sovereignty, but they also acknowledge that other state may use power against it. And in order to sustain predominant global hegemony US has to create such multilateral political unity that deter unstable states from trespassing sovereignty and from supporting international terrorism. Such multilateral institutionalism is depending on success of the Obama administration to sustain international political unity and substantiate pressure towards Iran and North Korea.
