The research data\nwere speeches given and essays written by the President of the United States or other\nhighly ranked state officer, that have dealt with issues like: US strategy, US interest and\nworld hegemony. The broad spectrum that emerges from these assessments is the concern\ntowards global instability in intra-state level, and that states named as rogue ones could\nharbour international terrorism or use WMD against all western values. Other concern that\nemerges these assessments is the call for multilateral cooperation to fight against\npredominant uncertainty.\nI was found that international system is a socially constructed hierarchical society, where\nstates capabilities and interests determine their role in the system. In the early 1990's the\nliberal American values spread around the globe, it created an uneven development in\nsome regions, making them more unstable than others. Same time US wanted show its\nstrength as a sole superpower by acting as a world police. But in the early years of new\nmillennium US had to note that its capabilities were not enough big to control solely the\nworld hegemony.\nMain things in my study is that, friend and enemy relations in international relations has\nretreat on the way of friend and rival relations. States respects each others sovereignty, but\nthey also acknowledge that other state may use power against it.
