Aikuiskoulutustuen lakkauttaminen her\u00e4tti aikanaan laajaa yhteiskunnallista keskustelua ja sit\u00e4 vastustettiin niin asiantuntijoiden, oppositiopoliitikkojen kuin kansalaisten taholta. Aiheesta ei ole tehty aikaisempaa tieteellist\u00e4 tutkimusta.\nOpinn\u00e4ytety\u00f6ss\u00e4ni pyrin ymm\u00e4rt\u00e4m\u00e4\u00e4n, miten aikuiskoulutustuen lakkauttaminen eteni, millaisia tulkintoja politiikkaprosessiin sis\u00e4ltyi sek\u00e4 miten n\u00e4m\u00e4 suhteutuvat hyvinvointivaltion muutoksen teoreettiseen kirjallisuuteen. Tutkimusaineistona k\u00e4yt\u00e4n julkisia poliittisia asiakirjoja, etenkin eduskunnan l\u00e4hetekeskustelussa esitettyj\u00e4 kansanedustajien puheenvuoroja. Politiikkaprosessin analyysiss\u00e4 hy\u00f6dynn\u00e4n politiikkaprosessin vaihemallia ja puheenvuorojen analyysiss\u00e4 argumentatiivista diskurssianalyysia. Tutkimukseni taustoittavana teoriana hy\u00f6dynn\u00e4n sek\u00e4 Piersonin hyvinvointivaltion uutta politiikkaa ett\u00e4 taloudellistumista ja sosiaalista investointia.\nLakiesitys eteni eduskunnan k\u00e4sittelyyn hallitusohjelman mukaisesti ja tuli voimaan l\u00e4hes muuttumattomana. Kansanedustajat argumentoivat tuen lakkauttamista k\u00e4sittelev\u00e4ss\u00e4 keskustelussa yhteisten viitepisteiden kautta, joita olivat vaikea taloustilanne, ty\u00f6llisyyden kasvattaminen ja ty\u00f6el\u00e4m\u00e4n muutos. Politiikkaprosessissa oli havaittavissa n\u00e4k\u00f6kulmia niin hyvinvointivaltion uudesta politiikasta kuin taloudellistumisesta ja sosiaalisesta investoinnista. Kaiken kaikkiaan kansanedustajat vaikuttivat jakavan varsin yksimielisesti ajatuksen siit\u00e4, ett\u00e4 aikuiskoulutusta oli uudistettava vastaamaan nykyaikana sille asetettuja tavoitteita. Until its recent abolition, adult education allowance was a key funding mechanism enabling learning and education for the working-age population. The decision to abolish this education support sparked widespread societal debate and faced opposition from experts, opposition politicians, and citizens. Despite its significance, no previous scientific research has been conducted on this topic.\nIn my thesis, I aim to explore the progression of the abolition of adult education allowance, the interpretations involved in the policy process, and how these relate to the theoretical literature on welfare state reform. My research data includes public political documents. I will analyse the policy process using the policy cycle model and employ argumentative discourse analysis for the speeches by members of parliament during the parliamentary debate. The theoretical framework for my study includes Pierson's new politics of the welfare state, as well as concepts of economization and social investment.\nThe bill advanced to parliamentary consideration in line with the government program and was enacted with minimal changes. Members of parliament argued for the abolition of adult education allowance through common reference points, such as the difficult economic situation, need for increasing employment, and current as well as future changes in working life. Perspectives on both the new politics of the welfare state, economization, and social investment were evident in the policy process. Overall, members of parliament seemed to share a consensus that adult education needed to be reformed to meet the contemporary goals.
