K\u00e4yt\u00e4nn\u00f6ss\u00e4 se tarkoittaa sek\u00e4 saavutettavuuden huomiointia sis\u00e4ll\u00f6ntuotannossa ett\u00e4 teknisten saavutettavuuskriteerien noudattamista digitaalisten palvelujen suunnittelussa, toteutuksessa ja yll\u00e4pidossa. Saavutettavuuden toteuttaminen edellytt\u00e4\u00e4 organisaatioiden henkil\u00f6st\u00f6lt\u00e4 uudenlaista osaamista, ja organisaatioiden johdolta puolestaan kyky\u00e4 tukea ja varmistaa saavutettavien palvelujen tuottamisen puitteet ja prosessit.\nT\u00e4m\u00e4n pro gradu -tutkielman tavoitteena oli selvitt\u00e4\u00e4, miten julkisen organisaation henkil\u00f6st\u00f6n saavutettavuusosaamista voi j\u00e4sent\u00e4\u00e4 erilaisia teht\u00e4vi\u00e4 ja tarpeita vastaavalla tavalla. Lis\u00e4ksi tavoitteena oli laatia koulutusmalli, joka varmistaisi henkil\u00f6st\u00f6n tarkoituksenmukaisen saavutettavuusosaamisen hallinnan ja ajan tasalla pysymisen.\n\nTutkimus toteutettiin kehitt\u00e4mistutkimuksena yhteisty\u00f6ss\u00e4 Terveyden ja hyvinvoinnin laitoksen (THL) kanssa. Tutkimuksen kehitt\u00e4mistuotoksina syntyiv\u00e4t saavutettavuusosaamisen rooli ja -teht\u00e4v\u00e4kohtainen j\u00e4sennys sek\u00e4 saavutettavuusosaamisen ekosysteeminen koulutus-malli. Saavutettavuusosaamisen j\u00e4sennys kehitettiin kahden kehitt\u00e4missyklin aikana, jolloin j\u00e4sennyst\u00e4 pilotoitiin, arvioitiin ja jatkokehitettiin. Ekosysteemisen koulutusmallin arviointi ja jatkokehitys rajautuivat t\u00e4m\u00e4n kehitt\u00e4mistutkimuksen ulkopuolelle aikataulullisista syist\u00e4.\n\nTutkimuksen aineisto koostui henkil\u00f6st\u00f6lle suunnatun lomakekyselyn tuloksista, teemahaastattelujen aineistoista sek\u00e4 fokusryhm\u00e4ty\u00f6skentelyjen aineistoista ja muistiinpanoista. Lis\u00e4ksi tutkimuksessa hy\u00f6dynnettiin havaintoaineistoja ja organisaation kirjallisia dokumentteja. Aineistojen analysoinnissa k\u00e4ytettiin sek\u00e4 laadullista sis\u00e4ll\u00f6nanalyysi\u00e4 ett\u00e4 yksikertaisia tilastollisia menetelmi\u00e4.\n\nTutkimuksen tuloksena syntyi saavutettavuusosaamisen ty\u00f6rooli ja -teht\u00e4v\u00e4kohtainen j\u00e4sennys, jossa tunnistettiin kuusi (6) saavutettavuusosaamisen n\u00e4k\u00f6kulmaa: strateginen johtaminen, operatiivinen johtaminen, sis\u00e4ll\u00f6ntuotanto ja viestint\u00e4, ohjaus- ja tukipalvelut, tekninen kehitt\u00e4minen sek\u00e4 organisaation ydintoiminta, joka t\u00e4ss\u00e4 kehitt\u00e4mistutkimuksessa oli tutkimus- ja laboratorioty\u00f6. Jokaisen n\u00e4k\u00f6kulman sis\u00e4ll\u00e4 oli erotettavissa teht\u00e4v\u00e4kohtaiset saavutettavuuden ydinosaamiset sek\u00e4 tiimi- ja organisaatiotasoista saavutettavuusosaamista tukeva jalkauttamis- ja levitt\u00e4misosaaminen. Henkil\u00f6st\u00f6n saavutettavuusosaamisen hankkimista ja yll\u00e4pitoa varten kehitettiin ekosysteeminen koulutusmalli, jonka perustana ovat kansallinen lains\u00e4\u00e4d\u00e4nt\u00f6 ja organisaation omat linjaukset sek\u00e4 toimintaperiaatteet. Keskeisin\u00e4 periaatteina koulutusmallin kehitt\u00e4misess\u00e4 toimivat henkil\u00f6st\u00f6n esitt\u00e4m\u00e4t tarpeet ja toiveet ty\u00f6n ohessa tapahtuvasta saavutettavuusosaamisen hankkimisesta ja yll\u00e4pidosta. In practice, this means both taking accessibility into account in content production and complying with technical accessibility criteria in the design, implementation, and maintenance of digital services. The implementation of accessibility requires new kinds of competence from the personnel of organizations. Also, the management of organizations must have ability to support and ensure the framework and processes for producing accessible digital services.\n\nThe aim of this thesis was to find out how the accessibility competence of the personnel of a public organization can be structured in a way that meets different tasks and needs. In addition, the aim was to draw up a training model that would ensure that the personnel manage their accessibility skills appropriately.\n\nThe study was executed as design-based research in cooperation with the Finnish Institute for Health and Welfare (THL). The development output of this research was the role and task-specific structure of accessibility competence, as well as a training model for accessibility competence. The structure of accessibility competence was developed during two development cycles, during which the outline was piloted, evaluated, and further developed. The evaluation and further development of the education model were excluded from this design-based research due to scheduling reasons.\nThe research material consisted of the results of a questionnaire directed at personnel, materials from thematic interviews, and materials and notes from focus group work. In addition, observation data and written documents of the organization were utilized in the study. Both qualitative content analysis and simple statistical methods were used in analysing the data.\n\nAs a result of this design-based research, the role and task-specific structure was identified with six (6) aspects of accessibility competence: strategic management, operational management, content production and communication, guidance and support services, technical development, and the core activities of the organization, which in this design-based research were research and laboratory work. Within each perspective, task-specific core competence in accessibility and implementation and dissemination skills supporting accessibility competence at team and organizational level could be distinguished. An ecosystem training model was developed for the acquisition and maintenance of the personnel's accessibility competence, which is based on national legislation and the organization\u2019s own policies and operating principles. The main idea in the development of the training model were the needs expressed by the personnel and their wishes regarding the acquisition and maintenance of accessibility competence alongside work.
