Tässä tutkimuksessa pyrittiin selvittämään, millaisilla toimenpiteillä asianhallintaprosessia saataisiin sujuvoitettua. Asianhallintaprosessin digitalisointi vaatii tietohallinnon työpanosta, joten olennaista oli myös selvittää, miten asianhallintaprosessin digitalisointi on mahdollista toteuttaa tietohallinnon näkökulmasta. Tutkimuksessa pyrittiin selvittämään myös, millaisia parannuksia digitalisointi toisi asiakaspalveluun sekä sisäisiin että ulkoisiin prosesseihin. Tutkimuksen aineisto kerättiin haastatteluilla ja sähköisen kyselylomakkeen avulla. Kaupungin työntekijöitä haastateltiin kasvotusten ja ohjelmistoasiantuntijoita puhelinhaastatteluilla sekä sähköpostikyselyillä. Kyselylomake lähetettiin kaikille asianhallintaa käyttäville kaupungin työntekijöille. Kerättyä aineistoa tarkasteltiin niin määrällisesti kuin laadullisesti. Määrällistä tarkastelua tehtiin sähköisen kyselylomakkeen vaihtoehtoisista vastauksista, kun taas laadullisesti tarkasteltiin haastatteluja ja sähköisen kyselylomakkeen avoimia vastauksia. Tutkimustulokset osoittivat, että asianhallintaprosessia sujuvoittaisi aktiivinen ja monipuolinen Suomi.fi-viestit palvelun käyttö integroituna asianhallintaan. Lisäksi sähköisten lomakkeiden integrointi asianhallinnan yhteyteen, pöytäkirjojen sähköinen allekirjoitus ja sähköisen arkistoinnin käyttöönotto sujuvoittaisivat niin sisäisiä kuin ulkoisia prosesseja. Asiakaspalvelu myös paranisi. Tietohallinnolla on periaatteessa valmiudet koko asianhallintaprosessin digitalisointiin, mutta haasteita tuovat jo valmiiksi tiukka työtahti ja integraatioista aiheutuvat kustannukset. The tasks of municipalities are regulated by various laws and regulations. Case management plays an important role in municipal activities and decision- making. The case management process of the City of Keuruu is already largely digitised, but there are still manual work phases in the process. The aim of this study was to find out how the case management process of the City of Keuruu could be facilitated. The digitisation of the case management process requires the work of the IT department, so it was also essential to find out how the digitisation of the case management process could be implemented from an IT department’s perspective. The study also sought to identify the improvements that digitisation would bring to customer service and internal and external processes. The data for the study was collected through interviews and an electronic questionnaire. City employees were interviewed in person, while software specialists were interviewed through telephone interviews and an e-mail questionnaire. The questionnaire was sent to all city employees who use case management. The data collected were analysed both quantitatively and qualitatively. The quantitative analysis was used for the alternative responses to the e-questionnaire, while interviews and open-ended responses to the e-questionnaire were analysed qualitatively. The results of the study showed that the case management process would be facilitated by the active and versatile use of Suomi.fi- messaging service integrated into case management. In addition, the integration of electronic forms into case management, the electronic signature of documents, and the introduction of electronic archiving would facilitate both internal and external processes. Customer service would also be improved. In principle, the IT department of the City of Keuruu has the capacity to digitise the entire case management process, but the already heavy workload and integration costs pose challenges.
