Suomessa suuret monikansalliset organisaatiot ovat ottaneet PMO:ta käyttöön viimeisten 5-10 vuoden aikana keskisuurten yritysten kiinnostuksen kasvaessa. Tämän opinnäytetyön tavoitteena on tuottaa PMO-mallipohja, joka voidaan muotoilla objektiivisesta näkökulmasta tarpeen mukaan. Tässä opinnäytetyössä selostetaan yleisiä projektinhallinnan terminologioita keskittyen vain niihin elementteihin, jotka vaikuttavat projektinhallintaan korkeammalla tasolla. Kirjallisuus jatkaa sitten teoriassa, miksi PMO on vastaus nykyisiin organisaation monimutkaisuuteen. Teoria on todistettu oikeaksi saatavilla olevan kirjallisuuden, valkoisten kirjojen ja osallistuvien yritysten avulla. Tämä opinnäytetyö Vertaa aiemmin saatavilla olevia piirustuksia, kartoittaa ne kirjallisuuteen ja vahvistaa sitten kartoituksen haastateltujen osallistujien vastauksista. Validoitu suunnitelma jaetaan sitten järjestettäviin tehtäviin tai virstanpylväisiin, jotka noudattavat projektin elinkaaren mallia. Lopuksi jaon aika-validointi tarkistetaan vuoden 2020 kvantitatiivisen tutkimuksen perusteella. Loppujen lopuksi tuloksena on vaiheittainen keittokirja projektinhallinnan reseptistä, joka luotiin Bhandarin PMO-suunnitelmaksi. Tässä opinnäytetyössä todetaan, että Bhandarin PMO Blueprint perustuu neljään projektinhallinnan pilariin: projektinhallinta, resurssienhallinta, salkunhallinta ja strategia. Näitä pilareita tukee PMO Sustainability koulutuksen ja osaamisen parantamisen avulla, kun taas pitkällä aikavälillä globaali PMO valvoo niitä. Project Management Office (PMO) is an emerging solution to mitigate complex projects in mid to large companies. To endure the fierce competition between project-based organizations, PMO has been a useful tool to resolve various pro-ject management related constraints. Large multinational organizations in Finland have implemented PMO in the last 5-10 years, with growing interests from mid-sized ventures. The objective of this thesis is to produce a PMO template that can be shaped as required from an objective point of view. This thesis explains common project management terminologies while concen-trating only on the elements that affect project management on a higher level. The literature then proceeds to theorise why a PMO is the answer to current or-ganizational complexities. The theory is proven correct by the means of available literature, white papers and participant companies. This thesis compares previously available blueprints, maps them with literature and then validates the map-ping from the responses by interviewed participants. The validated blueprint is then divided into arrangeable tasks or milestones which follows a project lifecycle template. Finally, the division is checked for time-validation based on a quan-titative survey of 2020. Ultimately, this results in a step-by-step cookbook of project management recipe coined as Bhandari’s PMO Blueprint. This thesis concludes that Bhandari’s PMO Blueprint is based on four pillars of project management: project governance, resource management, portfolio management and strategy. These pillars are supported by PMO sustainability through training and competency improvement, whereas overseen by a global PMO in the long run.
