Pro gradun tarkoitus oli muodostaa k\u00e4sitys Suomen kansallisesta varautumisesta informaatiopsykologiseen sodank\u00e4yntiin, sen toimijoista, vastuista ja toimintaperiaatteista. Tarkastelin informaatiosodank\u00e4ynti\u00e4 sek\u00e4 hy\u00f6kk\u00e4yksellisen\u00e4, vaikuttamiseen pyrkiv\u00e4n\u00e4 ett\u00e4 puolustuksellisena, silt\u00e4 suojautuvana toimintana. Teoreettinen viitekehys muodostui aiemmasta tutkimuksesta Neuvostoliiton ja Ven\u00e4j\u00e4n informaatiosodank\u00e4ynnist\u00e4, aiheen suomalaisesta n\u00e4k\u00f6kulmasta sek\u00e4 informaatiovaikuttamiselta suojautumisesta. Informaatiosodank\u00e4ynti ymm\u00e4rret\u00e4\u00e4n Suomessa ja Ven\u00e4j\u00e4ll\u00e4 eri tavalla. Ven\u00e4j\u00e4ll\u00e4 on sille pitk\u00e4 historia ja se yhdist\u00e4\u00e4 informaatioteknisen ja -psykologisen vaikuttamisen, kun taas Suomessa ne ovat k\u00e4sitteellisesti ja hallinnollisesti eri asioita. Tutkimusmenetelm\u00e4n\u00e4 k\u00e4ytin grounded theorya, joka soveltuu tutkimuskohteisiin, joista ei ole riitt\u00e4v\u00e4sti aiempaa tutkimusta. Tutkimusaineisto koostui valtionhallinnon julkisista strategioista, selonteoista ja ohjeista vuosilta 2016\u20132021, jotka k\u00e4sittelev\u00e4t informaatiovaikuttamista, sen muodostamia uhkia ja siihen varautumista. Aineistoa t\u00e4ydensi yhdeks\u00e4n informaatiovaikuttamisen asiantuntijoiden tai virkamiesten haastattelua. Tutkimustuloksena syntyi grounded theoryn avulla ydinkategorian ymp\u00e4rille rakentuva teoria, joka perustuu aineistosta l\u00f6ydettyjen k\u00e4sitteiden luokitteluun. Suomen varautumisen keskeiseksi selitt\u00e4v\u00e4ksi tekij\u00e4ksi eli ydinkategoriaksi nousi informaatiopsykologisen sodank\u00e4ynnin uhan kohde, joka jakautui kolmeen kategoriaan: 1) poliittiseen p\u00e4\u00e4t\u00f6ksentekoon, 2) viranomaistoimintaan ja luottamusyhteiskuntaan sek\u00e4 3) demokratiaan ja l\u00e4nsimaisiin arvoihin. Varautumistoimijat ja toimenpiteet on tuloksissa eritelty sen ymp\u00e4rille ja j\u00e4sennetty taulukkoon kategorioittain teorian tueksi. Johtop\u00e4\u00e4t\u00f6ksiss\u00e4 todetaan, ett\u00e4 Suomessa ei ole vastuuviranomaista, joka torjuisi informaatiopsykologista vaikuttamista tai yhdist\u00e4isi teknisen ja kognitiivisen varautumisen. Jokaisen viranomaisen varautumisvelvollisuutta tuetaan ja koordinoidaan Valtioneuvoston kanslian toimesta sek\u00e4 erilaisin verkostoin ja yhteisty\u00f6foorumein. Informaatiopsykologista vaikuttamista ei voida est\u00e4\u00e4, mutta sit\u00e4 voidaan siet\u00e4\u00e4. Siihen vastataan faktoja korostavalla, arvopohjaisella ja luottamusta vahvistavalla viestinn\u00e4ll\u00e4, joka punnitsee harkitusti hy\u00f6dyt ja haitat. Purpose of this thesis is to create a picture of Finland\u00b4s national preparedness on information psychological warfare, actors, responsibilities, and procedures. In this Master\u00b4s thesis I observed information warfare from aggressors\u2019 perspective as influencing activity as well as from defenders\u2019 view, how to prepare on it. Theoretical framework consists of earlier research on Soviet and Russian information warfare, Finland\u00b4s point of view on topic and literature about protecting on information influence. There is different understanding on information warfare between Finland and Russia. Russia has competence and history on it as it connects information technological and psychological influence whereas in Finland these are different topics both in conceptual and or-ganizational level. Research method was grounded theory which as a qualitative method is suitable for research topics where only limited amount of research has been published. Research material consists of Governments and de-partments official strategies, reports, threat evaluations and instructions in 2016-2021 on information influence, information threats and preparing for them. In addition, material includes nine interviews with officials and national experts of information warfare. As a result of grounded theory emerged a theory which was based around core category found from the research material. Core variable of Finland\u00b4s preparedness was target of information psychological warfare which consisted of three subcategories: 1) political decision making, 2) authorities and trust society and 3) democracy and western values. Actors and procedures of Finland\u00b4s preparedness were itemized around core variable and formed in table to support the theory. In conclusions I noted that one spe-cific authority which responses to or combines technological and cognitive preparedness in information psychological warfare in Finland doesn\u2019t exist. Responsibility of every authority to be prepared is supported and coordinated by Prime Minister\u2019s office in addition to various networks and joint platforms. Information psychological warfare cannot be prevented but it needs to be tolerated. Finland responses to it with values based and trust bolstering public communication deliberately considering pros and cons.
