Julkisilla ICT-hankinnoilla on paitsi suuri taloudellinen merkitys, suoria vaikutuksia viranomaisten ty\u00f6h\u00f6n ja kansalaisten el\u00e4m\u00e4\u00e4n. T\u00e4st\u00e4 huolimatta julkiset ICT-hankinnat ovat olleet varsin v\u00e4h\u00e4n tutkittu alue, ja lis\u00e4ksi p\u00e4\u00e4paino on ollut hankintalain oikeellisessa soveltamisessa. Tutkimus paikkaa osaltaan t\u00e4t\u00e4 aukkoa.\nTutkimuskysymyksiksi asetettiin: 1) Mitk\u00e4 seikat erottavat julkisen ICT-hankinnan yksityisen sektorin ICT-hankinnasta? 2) Mit\u00e4 haasteita julkisella sektorilla on yksityiseen sektoriin verrattuna? 3) Miten julkisia ICT-hankintoja kilpailutetaan? Vastauksia tutkimuskysymyksiin haettiin yhdist\u00e4m\u00e4ll\u00e4 hankinnan teoriaa, ICT-kehitt\u00e4misen ja ohjauksen menetelmi\u00e4, julkisten hankintojen yleisi\u00e4 periaatteita sek\u00e4 hankintalains\u00e4\u00e4d\u00e4nn\u00f6st\u00e4 tulevia vaateita hankintaprosessille ja hankinta-asiakirjoille. Empiirinen tutkimus toteutettiin tapaustutkimuksena. Tutkimus kohdennettiin Suomessa julkaistuihin EU-kynnysarvon ylitt\u00e4viin ICT-hankintoja koskeviin kilpailutuksiin, joita koskevat hankintailmoitukset olivat voimassa 1.1. \u2013 28.2.2021 v\u00e4lisen\u00e4 aikana.\nTutkimus osoittaa, ett\u00e4 keskeisin julkisen ja yksityisen sektorin eroavaisuus ICT-hankintojen toteuttamisessa liittyy julkiselle sektorille kohdistuvaan vaateeseen kohdella yrityksi\u00e4 tasapuolisesti ja syrjim\u00e4tt\u00e4. T\u00e4ll\u00e4 on merkitt\u00e4v\u00e4 vaikutus hankintaprosessiin ja hankintayksik\u00f6lle asetettaviin osaamisvaatimuksiin. Empiirisen tutkimuksen keskeinen havainto on, ett\u00e4 toimittajavalinta tehd\u00e4\u00e4n usein t\u00e4ysin tarjousdokumentaation perusteella ilman ett\u00e4 toimittajan ratkaisua tai henkil\u00f6st\u00f6n osaamista testattaisiin.\nTutkimustuloksia voivat hy\u00f6dynt\u00e4\u00e4 julkisten organisaatioiden toimijat eri tasoilla aina yksitt\u00e4isist\u00e4 asiantuntijoista ylemp\u00e4\u00e4n johtoon. Lis\u00e4ksi tutkimustuloksia voidaan hy\u00f6dynt\u00e4\u00e4 eri oppilaitosten koulutusohjelmien suunnittelussa. Koska ICT-hankinnat ja erityisesti julkiset ICT-hankinnat ovat olleet v\u00e4h\u00e4n tutkittu osa-alue, jatkotutkimusta tarvitaan laajalti hankintaprosessin kaikilla osa-alueilla.", "language": "fi", "element": "description", "qualifier": "abstract", "schema": "dc"}, {"key": "dc.description.abstract", "value": "The purpose of the study was to examine characteristics and challenges of a public ICT procurement and to explore how procurement units apply the provisions of the procurement law. Despite of the fact that public ICT acquisitions have substantial economic effect, they influence directly on the everyday life of both the officials and citizens. However, public ICT procurement has been a neglected area of research, and few existing studies concentrate mainly on cor-rect provision of the procurement law. This study, for its part, reduces this lack of research. \nThe research questions were: 1) How the public ICT procurement differs from the procurement of the private sector? 2) What challenges public procurement units meet compared to professionals in the private sector? 3) What are the characteristics of the public call for tenders for ICT supplies and services? In the study, the ICT procurement was examined trough the general theories of procurement, ICT development, and the procurement law. The chosen research method was a qualitative case study, the empirical data being public calls for tenders and participation. The data were collected by means of EU contract notices that were published in HILMA and that were open 1.1. \u2013 28.2.2021. \nThe study shows that the most significant difference between private and public sector ICT procurement was related to the obligation of the public sector to equal treatment and transparency. This has a remarkable impact both on a procurement process and required competencies of professionals. The main result of the empirical study is that procurement units make their contract decision mainly based on tender documents without testing the offered solution or competence of the vendor\u00b4s personnel.\nThe information generated by this study can be applied by public organizations at different levels of the organization. In addition, they will be useful in planning of degree programs.
