Tutkimuksen \ntarkoituksena oli tutkia Tampereen kaupungin henkil\u00f6st\u00f6johdon ja hr:n vaativissa asiantuntijateht\u00e4viss\u00e4 toimivien n\u00e4kemyksi\u00e4 ty\u00f6ntekij\u00f6iden osallistumisen ja oman ty\u00f6n hallinnan kasvattamisesta ja sit\u00e4 tukevasta johtamisesta. Tutkimuskysymys on \u201dMiten ty\u00f6ntekij\u00e4n osallistumista ja ty\u00f6ntekij\u00e4n oman ty\u00f6n hallintaa voidaan Tampereen kaupungilla kasvattaa johtamisen keinoin?\u201d. Keskeisi\u00e4 k\u00e4sitteit\u00e4 ovat ty\u00f6hyvinvointi, ty\u00f6ntekij\u00f6iden oman ty\u00f6n hallinta, ty\u00f6ntekij\u00f6iden osallistuminen sek\u00e4 johtaminen. Teoreettisessa viitekehyksess\u00e4 rakennetaan yhteyksi\u00e4 k\u00e4sitteiden v\u00e4lille. Tutkimus on luonteeltaan laadullinen ja kyseess\u00e4 oli kartoittava tapaus- eli casetutkimus. Aineisto tuotettiin haastattelemalla teemahaastatteluin seitsem\u00e4\u00e4 Tampereen kaupungin henkil\u00f6st\u00f6johdossa ja hr-asiantuntijateht\u00e4v\u00e4ss\u00e4 toimivaa \nty\u00f6ntekij\u00e4\u00e4. Aineisto analysoitiin sis\u00e4ll\u00f6nanalyysin keinoin. Tutkimuksen tuloksena syntyi kolme ty\u00f6ntekij\u00e4n osallistumista ja oman ty\u00f6n hallintaa kasvattavaa keinoa: 1) l\u00e4sn\u00e4 oleva ja voimaannuttava l\u00e4hiesimies, 2) oman ty\u00f6n liikkumavaran tietoisuuteen tuominen sek\u00e4 3) osallistumista tukevan toimintakulttuurin luominen. \n Tampereen kaupungin viestint\u00e4 on aineiston mukaan muuttumassa sellaiseksi, ett\u00e4 siit\u00e4 pystyy aistimaan kaupungin toivovan ty\u00f6ntekij\u00f6idens\u00e4 osallistumista. T\u00e4st\u00e4 \nhuolimatta kaupungissa toteutettavien erilaisten kyselyiden saavutettavuutta ei pidetty kuitenkaan hyv\u00e4n\u00e4 sellaisissa tapauksissa, ett\u00e4 ty\u00f6ntekij\u00f6ill\u00e4 ei ollut omaa tietokonetta tai p\u00e4\u00e4sy\u00e4 tietokoneelle. Aineiston mukaan my\u00f6s osallistumiseen ja oman ty\u00f6n hallintaan liittyvien mallien ja prosessien k\u00e4yt\u00e4nn\u00f6n toteutus saattaa my\u00f6s j\u00e4\u00e4d\u00e4 puolitiehen.
