Biodiversiteetin häviämisen ehkäisemiseksi kokonaisheikentymättömyys -periaatetta perustuen lievennyshierarkiaan (välttäminen, vähentäminen, kompensaatio) on ehdotettu käytettäväksi ympäristövaikutusten arviointiprosessissa. Menetelmää käytetään yleensä vain paikallisella tasolla, hankekohtaisesti, huomioimatta useiden hankkeiden kumulatiiviset vaikutukset elinympäristöjen kytkeytyneisyyteen, joka on kuitenkin lajien pitkäaikaisen selviytymisen kannalta erityisen tärkeää. Tutkimuksen tarkoituksena oli soveltaa lievennyshierarkiaa maisematasolla spatiaalisten graafien avulla ja saavuttaa kokonaisheikentymättömyys kytkeytyneisyydessä kaupunkikehityksestä huolimatta. Tutkimusesimerkkinä käytettiin uhanalaista liito-oravaa (Pteromys volans) ja kymmentä Jyväskylän kaupungin suunnittelemaa maankäyttöhanketta. Liito-oravan ekologinen verkosto mallinnettiin spatiaalisten graafien avulla perustuen asiantuntijatietoon lajin elinympäristövaatimuksista ja käyttäytymisestä. Maankäytön vaikutukset verkoston kytkeytyneisyyteen ja tarvittavat toimenpiteet lievennyshierarkiassa selvitettiin skenaarioanalyysien avulla. Maankäyttö vähensi kytkeytyneisyyttä 3.2 %. Yksittäisten hankkeiden vaikutukset vaihtelivat ja jo yhden hankkeen välttäminen lähes puolitti kokonaisvaikutukset. Hankkeiden vaikutuksia voitiin vähentää turvaamalla verkostolle tärkeitä komponentteja hankealueilla. Kokonaisheikentymättömyys saavutettiin tunnistamalla ja kompensoimalla 14 uutta elinympäristölaikkua, jotka maksimoivat verkoston kytkeytyneisyyden. Tutkimus osoittaa, että spatiaalisia graafeja voidaan käyttää tunnistamaan ja priorisoimaan toimenpiteitä, joita tarvitaan elinympäristöjen kytkeytyneisyyden säilyttämiseksi ja siten tarjoamaan tärkeää tietoa luonnonsuojelulle ja maankäytön suunnittelulle. Land use changes caused by human activities are the main drivers of biodiversity loss. Urbanization plays a continuously increasing role and greatly contributes to habitat loss and fragmentation. To prevent biodiversity loss, the principle of “no net loss of biodiversity”, achieved by following a mitigation hierarchy (avoidance, reduction, and offsetting), has been proposed to be adopted in the process of environmental impact assessment. However, the method is typically used on a local scale project-by-project basis, ignoring the cumulated effects of several projects on habitat connectivity although it is a crucial component for species’ long-term persistence. The aim of this study was to use spatial graphs to apply a landscape-level perspective to the mitigation hierarchy and to achieve a no net loss of connectivity due to urban development. A case-study concerning an endangered species, the Siberian flying squirrel (Pteromys volans), with ten examples of urban development projects planned by the city of Jyväskylä was used. The ecological network of the flying squirrel was modeled as spatial graphs based on expert knowledge of species habitat requirements and movement behavior. Scenario analyses with connectivity metrics were used to quantify the effects of development projects and to identify the actions needed in the mitigation steps. Together development projects decreased the equivalent connectivity by 3.2 %. The effects of individual projects varied and revealed one project where avoidance could almost halve the total impacts. The analysis identified important network components within the project areas that could be maintained to reduce the impacts. The no net loss of connectivity was achieved by identifying and offsetting 14 new habitat patches that maximize connectivity. This study shows that spatial graph analysis can be used to identify and prioritize the actions needed in the mitigation hierarchy to maintain habitat connectivity in the landscape and thus provide important knowledge for conservation and decision makers in land use management.
