Biodiversiteetin h\u00e4vi\u00e4misen ehk\u00e4isemiseksi kokonaisheikentym\u00e4tt\u00f6myys -periaatetta perustuen lievennyshierarkiaan (v\u00e4ltt\u00e4minen, v\u00e4hent\u00e4minen, kompensaatio) on ehdotettu k\u00e4ytett\u00e4v\u00e4ksi ymp\u00e4rist\u00f6vaikutusten arviointiprosessissa. Menetelm\u00e4\u00e4 k\u00e4ytet\u00e4\u00e4n yleens\u00e4 vain paikallisella tasolla, hankekohtaisesti, huomioimatta useiden hankkeiden kumulatiiviset vaikutukset elinymp\u00e4rist\u00f6jen kytkeytyneisyyteen, joka on kuitenkin lajien pitk\u00e4aikaisen selviytymisen kannalta erityisen t\u00e4rke\u00e4\u00e4. Tutkimuksen tarkoituksena oli soveltaa lievennyshierarkiaa maisematasolla spatiaalisten graafien avulla ja saavuttaa kokonaisheikentym\u00e4tt\u00f6myys kytkeytyneisyydess\u00e4 kaupunkikehityksest\u00e4 huolimatta. Tutkimusesimerkkin\u00e4 k\u00e4ytettiin uhanalaista liito-oravaa (Pteromys volans) ja kymment\u00e4 Jyv\u00e4skyl\u00e4n kaupungin suunnittelemaa maank\u00e4ytt\u00f6hanketta. Liito-oravan ekologinen verkosto mallinnettiin spatiaalisten graafien avulla perustuen asiantuntijatietoon lajin elinymp\u00e4rist\u00f6vaatimuksista ja k\u00e4ytt\u00e4ytymisest\u00e4. Maank\u00e4yt\u00f6n vaikutukset verkoston kytkeytyneisyyteen ja tarvittavat toimenpiteet lievennyshierarkiassa selvitettiin skenaarioanalyysien avulla. Maank\u00e4ytt\u00f6 v\u00e4hensi kytkeytyneisyytt\u00e4 3.2 %. Yksitt\u00e4isten hankkeiden vaikutukset vaihtelivat ja jo yhden hankkeen v\u00e4ltt\u00e4minen l\u00e4hes puolitti kokonaisvaikutukset. Hankkeiden vaikutuksia voitiin v\u00e4hent\u00e4\u00e4 turvaamalla verkostolle t\u00e4rkeit\u00e4 komponentteja hankealueilla. Kokonaisheikentym\u00e4tt\u00f6myys saavutettiin tunnistamalla ja kompensoimalla 14 uutta elinymp\u00e4rist\u00f6laikkua, jotka maksimoivat verkoston kytkeytyneisyyden. Urbanization plays a continuously increasing role and greatly contributes to habitat loss and fragmentation. To prevent biodiversity loss, the principle of \u201cno net loss of biodiversity\u201d, achieved by following a mitigation hierarchy (avoidance, reduction, and offsetting), has been proposed to be adopted in the process of environmental impact assessment. However, the method is typically used on a local scale project-by-project basis, ignoring the cumulated effects of several projects on habitat connectivity although it is a crucial component for species\u2019 long-term persistence. The aim of this study was to use spatial graphs to apply a landscape-level perspective to the mitigation hierarchy and to achieve a no net loss of connectivity due to urban development. A case-study concerning an endangered species, the Siberian flying squirrel (Pteromys volans), with ten examples of urban development projects planned by the city of Jyv\u00e4skyl\u00e4 was used. The ecological network of the flying squirrel was modeled as spatial graphs based on expert knowledge of species habitat requirements and movement behavior. Scenario analyses with connectivity metrics were used to quantify the effects of development projects and to identify the actions needed in the mitigation steps. Together development projects decreased the equivalent connectivity by 3.2 %. The effects of individual projects varied and revealed one project where avoidance could almost halve the total impacts. The analysis identified important network components within the project areas that could be maintained to reduce the impacts. The no net loss of connectivity was achieved by identifying and offsetting 14 new habitat patches that maximize connectivity.
