Aktiivisten kulkutapojen, kuten py\u00f6r\u00e4ilyn edist\u00e4minen paikallis- ja yhteiskuntatasolla vaikuttavat niin yhteiskunnan hyvinvointiin kuin talouteen, ymp\u00e4rist\u00f6\u00f6n ja liikenteen sujuvuuteen. Valtakunnallinen k\u00e4velyn ja py\u00f6r\u00e4ilyn edist\u00e4misohjelma t\u00e4ht\u00e4\u00e4 py\u00f6r\u00e4ilyn merkitt\u00e4v\u00e4\u00e4n lis\u00e4\u00e4miseen vuoteen 2030 menness\u00e4. T\u00e4ss\u00e4 tutkielmassa pyrittiin toteuttamaan valtakunnallisen k\u00e4velyn ja py\u00f6r\u00e4ilyn edist\u00e4misohjelman linjausta py\u00f6r\u00e4ilyn olosuhteisiin liittyv\u00e4n tiedonkeruun parantamisesta. Tutkielman tarkoituksena oli selvitt\u00e4\u00e4 millaiset py\u00f6r\u00e4ilyn fyysiset olosuhteet ovat eri kokoisissa Suomen kunnissa ja ovatko kuntien py\u00f6r\u00e4ilyn kehitt\u00e4mispyrkimykset yhteydess\u00e4 n\u00e4ihin olosuhteisiin.\nTutkielma toteutettiin verkkokyselyn\u00e4 kev\u00e4\u00e4ll\u00e4 2018. Py\u00f6r\u00e4ilyn fyysiset olosuhteet k\u00e4sittiv\u00e4t kyselyss\u00e4 py\u00f6r\u00e4v\u00e4ylien pituudet ja yll\u00e4pidon vastuutahot, py\u00f6r\u00e4ily-yhteyksien laatutason ja py\u00f6r\u00e4v\u00e4ylien talvikunnossapidon. Py\u00f6r\u00e4ilyn kehitt\u00e4mispyrkimykset k\u00e4sittiv\u00e4t py\u00f6r\u00e4ilyn edist\u00e4misohjelmat ja py\u00f6r\u00e4ilypoliittiset p\u00e4\u00e4t\u00f6kset. Perusjoukkona k\u00e4ytettiin kaikkia Manner-Suomen kuntia. Kyselyyn osallistui yhteens\u00e4 150 kuntaa, jolloin vastausprosentiksi saatiin 51. Kyselyyn vastanneet olivat kunnan py\u00f6r\u00e4ilyn olosuhteista vastaavia henkil\u00f6it\u00e4 tai ty\u00f6ryhmi\u00e4. Kyselydata analysoitiin ristiintaulukoimalla ja tilastolliset merkitsevyydet testattiin Khiin neli\u00f6testill\u00e4, yksisuuntaisella varianssianalyysill\u00e4 ja riippumattomien otosten t-testill\u00e4.\nPy\u00f6r\u00e4v\u00e4yli\u00e4 oli keskim\u00e4\u00e4rin 126,0 kilometri\u00e4 kuntaa kohden ja py\u00f6r\u00e4v\u00e4ylist\u00e4 keskim\u00e4\u00e4rin 63,5 prosenttia oli kunnan oman yll\u00e4pitovastuun alla. Kunnan yll\u00e4pitovastuuosuus kasvoi suurempia kuntakokoja kohden. Py\u00f6r\u00e4ily-yhteyksien kokeminen hyv\u00e4ksi vaihteli sek\u00e4 yhteystyypin ett\u00e4 kuntakoon mukaan. Merkitsev\u00e4 ero vastauksissa kuntakokoluokittain oli kokemuksissa py\u00f6r\u00e4ily-yhteyksien laadusta keskustan l\u00e4vitse. Py\u00f6r\u00e4v\u00e4ylien talvikunnossapidossa 60,4 prosenttia kunnista oli m\u00e4\u00e4ritellyt riitt\u00e4v\u00e4n hyv\u00e4t laatuvaatimukset v\u00e4ylien talvihoitoon, mutta samalla 47,1 prosenttia py\u00f6r\u00e4ilyn p\u00e4\u00e4reiteist\u00e4 hoidettiin yh\u00e4 viereisen ajoradan luokituksen mukaan. Py\u00f6r\u00e4i-lyn kehitt\u00e4mispyrkimykset olivat yhteydess\u00e4 ainoastaan py\u00f6r\u00e4v\u00e4ylien pituuteen ja kunnan yll\u00e4pito-osuuteen v\u00e4ylist\u00e4 sek\u00e4 kokemukseen siit\u00e4, ett\u00e4 py\u00f6r\u00e4ily-yhteydet keskustan l\u00e4vitse ovat kunnassa hyv\u00e4t.\nEri kokoiset kunnat vaikuttavat olevan melko yhdenvertaisia py\u00f6r\u00e4v\u00e4yliens\u00e4 asukasm\u00e4\u00e4riin suhteutetuissa pituuksissa. Py\u00f6r\u00e4v\u00e4yliens\u00e4 yll\u00e4pidosta kunnat vastaavat p\u00e4\u00e4asiassa itse, joten kunnallisella p\u00e4\u00e4t\u00f6ksenteolla ja toimilla on mahdollista vaikuttaa laajasti py\u00f6r\u00e4v\u00e4ylien laatuun ja kuntoon. Kunnissa saattaa olla kuitenkin hyvinkin eritasoisia py\u00f6r\u00e4ily-yhteyksi\u00e4 eri asutusalueilta keskustaan, kouluihin tai palvelukeskittymiin. Py\u00f6r\u00e4ilyn edist\u00e4misohjelmilla on aikaisemmissa selvityksiss\u00e4 ja k\u00e4yt\u00e4nn\u00f6n ty\u00f6ss\u00e4 havaittu olevan yhteyksi\u00e4 merkityksellisiin py\u00f6r\u00e4ilyn edistysaskeliin kunnissa (LVM 2018; Maijala 2011). T\u00e4ss\u00e4 tutkielmassa tarkasteltujen tekij\u00f6iden yhteys py\u00f6r\u00e4ilyn kehitt\u00e4mispyrkimyksiin ei ollut aivan yht\u00e4 selke\u00e4, mik\u00e4 voi toisaalta johtua edist\u00e4mis-ohjelmien ja p\u00e4\u00e4t\u00f6sten tuoreudesta ja fyysisten olosuhteiden hitaasta muutosvauhdista.", "language": "fi", "element": "description", "qualifier": "abstract", "schema": "dc"}, {"key": "dc.description.abstract", "value": "According to recent population research, there is a substantial need for improvement in physical activity during leisure-time, in health enhancing physical activity and in active commuting among the Finnish population. A nationwide promotion program for walking and cycling aims at a significant increase of bicycling volumes by the year of 2030. This thesis is based on The Bicycling Conditions in the Cities of Finland -survey, which was a part of the aforementioned promotion program to improve data collection about bicycling conditions. The objectives of this thesis are to map the physical bicycling conditions in cities of Finland and to find out if there are connections between cities efforts to promote bicycling and their existing cycling conditions.\n\nThis study was a web-based survey conducted in spring 2018. The survey data was composed of all Finnish continental municipalities. Municipalities received invitations to answer the survey by email. Overall, 150 cities participated, and the response rate was 51 percent. Respondents were either single agents or teams in charge of bicycling conditions in the city. Survey data was analyzed with crosstabs. Statistical significances were tested by chi-squared test, one-way analy-sis of variance and independent samples t-test.\n\nParticipating cities had an average of 126,0 kilometers of bikeways and 63.5 percent of these ways fell under the responsibility of the municipality. The bigger the city-size category was, the higher the rate of responsibility was. The opinion that cycling connections were good, varied by the connection type and the city-size category. There were significant differences between opinions about cycling connections through city centers in different city-size categories. In total, 60.4 percent of respondent-cities reported that they reach quality standards in winter-time road maintenance, but at the same time 47.1 percent answered that their main routes of bicycling have the same maintaining classifications as the adjacent road. Efforts to promote bicycling did not correlate with cities bicycling conditions in the winter-time. Neither did they correlate with the most of the variables, except with the length of the bikeways, the rate of bikeway responsibility of the municipality and with the respondent\u2019s opinion that the bicycling connections through the city center were sufficient.\n\nFinnish municipalities are highly responsible for the quality and the condition of bikeways in Finland. Therefore, cities have a decent chance to influence the bicycling rates in the population. It is possible that the descending trend of respondent satisfaction compared to the year 2010 (Maijala 2011) with respect to bicycling connections does not picture a real decline in conditions, but rather shows the heightened quality standards when it comes to cycling conditions. Previous studies and practical work have shown that promoting programs for bicycling correlate with significant developmental steps in the cities regarding the bicycling conditions (LVM 2018; Maijala 2011).
