Metsät voivat olla tärkeässä osassa ilmastonmuutoksen hillinnässä, minkä takia tämän tutkielman tarkoituksena on selvittää miten ehdotettu maankäyttö, maankäytön muutos ja metsätalous -asetus (LULUCF) vaikuttaa Suomen suunnitelmiin lisätä metsien käyttöä sekä kykyyn saavuttaa asetetut ilmastotavoitteet. Tämän lisäksi tarkoitus on arvioida, miten Suomen suunnittelema metsien käytön lisäys vaikuttaa Suomen metsien kykyyn hillitä ilmastonmuutosta. Tulokset osoittavat, että sekä LULUCF-sektorin metsien vertailutaso että LULUCF-sektorin hyvitysten käytön salliminen muiden sektoreiden ilmastotavoitteiden saavuttamiseksi ovat tärkeitä Suomen suunnitelmille lisätä metsien käyttöä. Tämän lisäksi Suomen tarkoitus lisätä metsien käyttöä voi pienentää hiilinielua ja heikentää metsien kykyä hillitä ilmastonmuutosta. Lisäksi on tärkeää ottaa huomioon kaikki metsien käytön lisäyksestä johtuvat ilmastovaikutukset laskelmissa myös lyhyellä aikavälillä, etenkin kun metsiä käytetään bioenergian tuotannossa. Tutkijoiden kritiikki koskien metsien käytön lisäystä bioenergian tuotannossa tulisi myös ottaa kunnolla huomioon päätöksenteossa. Climate change needs to be halted now to prevent the average temperature from rising even more, and also, to prevent increased adverse effects related to climate change. Forests may play a significant role in climate change mitigation, which is why the aim of this thesis is to find how the proposed Land use, Land-use change and Forestry (LULUCF) regulation affects the planned increase in the use of forests, and the ability to reach the climate targets in Finland. In addition, the aim is to assess how Finland’s planned increase in the use of forests affects the potential of Finnish forests to mitigate climate change. The conclusions indicate that the LULUCF forest reference level, which may estimate the Finnish forests as a carbon source, as well as allowing the use of LULUCF credits in order to achieve climate targets in other sectors, will be of great importance regarding Finland’s plans to increase the use of forests. Moreover, Finland’s planned increase in the use of forests may reduce the carbon sink and reduce the potential of forests to mitigate climate change. Finally, climate impacts of the planned increase in the use of forests, especially, when it is used to produce bioenergy, should be fully accounted for also in the shortterm and the researchers’ critic concerning the matter should be carefully considered in the decision making.
