The purposes of what is called \u201cdevelopment\u201d are in serious doubt.\r\n\u201cWhat do aid programmes do besides fail to help poor people?\u201d (Ferguson, 1994: 180).\r\nPost-developmentalists, however, did not stop at castigating the reality they have witnessed\r\non the ground; they also proposed solutions. They advocate for alternatives to development\r\nas a new development paradigm rather than alternative development (Escobar, 2000). As\r\nthe concept of \u201calternat ives to development\u201d is still under construction, my argument is\r\nthat the role of those whom David Mosse calls the \u201cdevelopment brokers and translators\u201d\r\n(Mosse and Lewis, 2006) is the most crucial when considering this new development\r\nparadigm. The work of constant translat ion \u201cof policy goals into practical interests,\r\npractical interests back into policy goals\u201d is devotedly and wisely conducted by the\r\n\u201cskilled brokers\u201d (projects managers, local staff, field workers etc.) who \u201cread the meaning\r\nof policies in different inst itutional languages\u201d (Mosse, 2005: 9). While Mosse and other\r\npost-development thinkers focus on the policies translation process at the grass-root level\r\nwhich is considered the most important transition during the implementation of\r\ndevelopment projects, the brokerage is also occurring at other levels as well. In the thesis,\r\nusing actor-oriented approach coined by Norman Long, I examine development\r\nintervent ion projects\u2019 documents and pract ices to see the translation and brokerage from\r\nnational level through the grass-root level in Nepal. The results show that brokerage does\r\noccur in many encounters in various interfaces of development intervention. Moreover, the\r\ncontext has a great impact on the conduct of brokerage due to the complexity of Nepali\r\nsociet y as well. This thesis is an effort to bring \u201cdevelopment brokers and translators\u201d to\r\nthe attention of the post-development scholars. Once they are recognized, hopefully their\r\nrole will be more seriously investigated and theorized during the construction of\r\n\u201calternat ives to development\u201d.
