Uudistuksessa mm. yhdisteltiin tutkimuslaitoksia suuremmiksi yksik\u00f6iksi, vahvistettiin niiden ohjauskeinoja ja poikkihallinnollisia yhteisty\u00f6rakenteita sek\u00e4 perustettiin niilt\u00e4 siirretyll\u00e4 rahoituksella uudet strategisen tutkimuksen ja valtioneuvoston tutkimus- ja selvitystoiminnan kilpaillut rahoitusv\u00e4lineet, joita valtioneuvosto ohjaa p\u00e4\u00e4tt\u00e4m\u00e4ll\u00e4 tutkimuksen teema- ja painopistealueista. Uudistuksen tavoitteena oli, ett\u00e4 tutkimus toimisi \u201dyhteiskunnan kehitt\u00e4misen ja p\u00e4\u00e4t\u00f6ksenteon strategisena resurssina\u201d, ja mahdollistaa sen \u201dvoimavarojen suuntaamisen uudelleen yhteiskunnan muuttuneiden tarpeiden mukaisesti\u201d.\r\n\r\nTarkastelen uudistettua ohjausta kolmesta teoreettisesta n\u00e4k\u00f6kulmasta: siin\u00e4 ilmenevien keskitt\u00e4misen ja hajauttamisen piirteiden, politiikan ja hallinnon rajaan kohdistuneiden muutosten eli politisoinnin ja depolitisoinnin, sek\u00e4 sen tuottamien tiedepoliittisten valtasuhteiden muutosten kannalta. Aineistonani ovat uudistuksen keskeisimm\u00e4t p\u00e4\u00e4t\u00f6kset, s\u00e4\u00e4d\u00f6kset ja valmisteluasiakirjat.\r\n\r\nJohtop\u00e4\u00e4t\u00f6ksieni mukaan ohjauksen hallitsevin piirre on pyrkimys poikkihallinnollisen keskusohjauskyvyn vahvistamiseen, mit\u00e4 ilment\u00e4v\u00e4t erityisesti valtioneuvoston yleisistunnon ja kanslian ohjausteht\u00e4v\u00e4t, ohjauskohteiden laajemmat ja poikkihallinnollisemmat rakenteet sek\u00e4 laaja-alaisen kilpaillun tutkimusrahoituksen vahvistaminen. Keskitetymp\u00e4\u00e4n ohjaukseen liittyy sek\u00e4 politisointia esim. valtioneuvoston teemap\u00e4\u00e4t\u00f6sten muodossa, ett\u00e4 my\u00f6s depolitisointia esim. itsen\u00e4isesti tutkimushankkeiden valinnasta ja rahoituksesta p\u00e4\u00e4tt\u00e4vien toimielinten muodossa. Tiedepoliittisten valtasuhteiden kannalta merkitt\u00e4vint\u00e4 on toimeenpanovallan keskuksen vahvistuminen suhteessa sektoreihin, sek\u00e4 tutkimuslaitoksia ohjaaviin ministeri\u00f6ihin ett\u00e4 tiedepolitiikasta yleisesti vastaavaan opetus- ja kulttuuriministeri\u00f6\u00f6n. T\u00e4ss\u00e4 uudistus muistuttaa sek\u00e4 vastaavia kansainv\u00e4lisi\u00e4 ilmi\u00f6it\u00e4 ett\u00e4 viimeaikaisia suomalaisia keskushallinnon uudistussuunnitelmia, erityisesti valtion ohjausj\u00e4rjestelm\u00e4n kehitt\u00e4mishanke OHRAa. The reforms included mergers of research institutes into larger units, various ways strengthening their steering and horizontal cooperation structures, and the founding of new research funding instruments, the Strategic Research Council and the Government\u2019s analysis, assessment and research funding, based on funding reallocated from the institutes. The Finnish Government steers these competitive funding instruments by deciding on their research themes. The Comprehensive Reform\u2019s objectives were to have research operate as a \u201dstrategic resource for the development of society and decision-making\u201d and to enable the \u201dreallocation of its resources according to society\u2019s changed needs\u201d.\r\n\r\nThe reformed steering instruments are evaluated from three theoretical perspectives. The first one concerns its features of administrative centralization and decentralization. The second one concerns its features of politicization, depoliticization and rearrangements to the boundaries between politics and administration. The third one concerns the changes in science policy -related power relations that the reforms have produced. The research material consists of the Comprehensive Reform\u2019s key resolutions, acts and preparatory documents.\r\n\r\nThe thesis concludes that the reformed steering\u2019s dominant feature is an aspiration towards strengthening the Government\u2019s executive centre and its horizontal steering capacity. It is embodied especially by the new steering functions of the Government plenary session and the Prime Minister\u2019s Office, the broader and more cross-administrative structures and the extension of competitive research funding. The more centralized steering involves both politicization i.e. in the form of the Government\u2019s research theme decisions and depoliticization i.e. in the form of expert administrative organs such as the Strategic Research Council, independently granting funding to projects. Concerning science policy and power relations, the executive centre has strengthened in relation to both the ministry of education and culture otherwise responsible of science policy, and to all the other sectoral ministries formally responsible of steering the research institutes. In strengthening the centre the Comprehensive Reform resembles both similar international phenomena and other contemporary Finnish administrative reforms, especially the OHRA Project for reforming the Government\u2019s steering framework. The steered research functions as an instrument of power especially for the centre and its general policies, and can project influence broadly on the field of science and research, including the autonomous universities.
