Tutkimusaineistona ovat keskeisimm\u00e4t koulutuspoliittiset tekstit: perusopetuslaki (1998), perusopetuksen opetussuunnitelmien perusteet (2004) ja Haukkarannan koulun (nyk. Onerva M\u00e4en koulu) opetussuunnitelma (2009).\r\n\r\nTutkimuksessa tuodaan esille, millaisia k\u00e4sitteit\u00e4 kuulovammaisista ja viittomakielen k\u00e4ytt\u00e4jist\u00e4 esitet\u00e4\u00e4n koulutuspoliittisissa teksteiss\u00e4 ja miten k\u00e4sitteet m\u00e4\u00e4ritell\u00e4\u00e4n. Tutkimuksessa tarkastellaan my\u00f6s sit\u00e4, kuinka koulutuspoliittiset tekstit asemoivat kielet, kielten varieteetit ja kommunikaatiokanavat suhteessa kuulovammaisiin ja viitto- makielen k\u00e4ytt\u00e4jiin. Vastaavanlaista kolmen eri tason koulutuspoliittisen tekstin vertailevaa analyysia kuulovam- maisista ja viittomakielen k\u00e4ytt\u00e4jist\u00e4 ei ole ennen tehty Suomessa.\r\n\r\nTutkimusmenetelm\u00e4n\u00e4 on kriittinen diskurssianalyysi. Tavoitteena on tarkastella kuulovammaisiin ja viittomakielen k\u00e4ytt\u00e4jiin kohdistuvaa kielenk\u00e4ytt\u00f6\u00e4 ja heihin liitett\u00e4vi\u00e4 merkityksi\u00e4 sek\u00e4 katsoa, millaiset merkitykset ovat vallalla, mitk\u00e4 taas marginaalissa tai puuttuvia, ja pohtia, miksi n\u00e4in on. Analyysimenetelm\u00e4n\u00e4 on intertekstuaalinen analyysi samoin kuin diskurssij\u00e4rjestysten tarkastelu.\r\nTulosten perusteella voidaan todeta, ett\u00e4 kuulovammaisista ja viittomakielen k\u00e4ytt\u00e4jist\u00e4 k\u00e4ytet\u00e4\u00e4n moninaisia k\u00e4sitteit\u00e4 koulutuspoliittisissa teksteiss\u00e4, kuten esimerkiksi viittomakielt\u00e4 k\u00e4ytt\u00e4v\u00e4, kuulovammainen ja viittomakielinen. K\u00e4sitteiden k\u00e4ytt\u00f6 eroaa koulutuspoliittisten tekstien kesken, mutta k\u00e4sitteiden diskurssik\u00e4yt\u00e4nn\u00f6iss\u00e4, eli merkityksien rajaamisessa, koulutuspoliittiset tekstit ovat osittain yhtenev\u00e4isi\u00e4. Kuulovammaisten ja viittomakielen k\u00e4ytt\u00e4jien kielet, kielten varieteetit ja kommunikaatiokanavat asemoidaan koulutuspoliittisissa teksteiss\u00e4 suurimmilta osin kuulonasteen mukaisesti, vaikka vaihteluakin oli.\r\n\r\nTutkimuksen tulokset tarjoavat aiheita jatkotutkimukselle, jossa muun muassa tarkasteltaisiin kielipolitiikan ytimess\u00e4 olevia yksitt\u00e4isi\u00e4 toimijoita, kuten esimerkiksi opettajien ja oppilaiden arjen kielenk\u00e4ytt\u00f6\u00e4 ja sosiaalisia k\u00e4yt\u00e4nteit\u00e4 kouluymp\u00e4rist\u00f6ss\u00e4. The research data are the most significant education policy texts: Basic Education Act (2009), National Core Curriculum for Basic Education (2004) and the curriculum of a state school, School of Haukkaranta (2009).\r\n\r\nThe research brings out the terminology being used when referring to hearing-impaired people and sign language users, and how the concepts are defined. The further goal is to analyse how the education policy texts position languages, linguistic varieties and communicative modes with hearing-impaired people and sign language users. A similar comparative text analysis on hearing-impaired people and sign language users in relation to three different Finnish education policy texts has not been conducted before this research.\r\n\r\nThe research method is Critical Discourse Analysis (CDA). The goal is to examine the language practices and meanings used to refer to hearing-impaired people and sign language users. Another goal is to examine which meanings are dominant and which ones are marginalised or even missing \u2013 and to discuss the possible reasons for that. The goals will be reached by a close examination of intertextuality and orders of discourse, in particular.\r\n\r\nThe analysis shows that there are various concepts referring to hearing-impaired people and sign language users in the education policy texts, as for example viittomakielt\u00e4 k\u00e4ytt\u00e4v\u00e4 (`sign language user`), kuulovammainen (`hearing-impaired`) and viittomakielinen (`sign language people`). Each education policy text uses different concepts. However, discursive practices \u2013 the meanings of the concepts \u2013 are partly similar across the policy texts. Languages, linguistic varieties and communicative modes are mainly categorised on the basis of pupils \u0301 audiological status.\r\n\r\nThe research results offer many prospects for future research, for example, the future study could include the examination of everyday language practices by teachers and pupils at schools, in other words, analyse the single players in the heart of the language policy.
