The empirical findings have special reference to Finland. The essays have been subsumed under three heads: (I) Theoretical and methodical standpoints, (II) Micro-level analyses and (Ill) Macrolevel analyses. The study begins by analysing the relevance of the 'traditional' macro-economic argument for \u00b7regional policy. The various theoretical standpoints are reviewed and a new interpretation based on hysteresis hypothesis is introduced. In the second essay the problem of measuring the effects of regional policy with the help of shift-share analysis in cases where regional policy has affected national aggregates is analysed and a new procedure is introduced. The second theme deals with the question of how to approach the problem of the national effects of regional incentive policy in the level of the firm. Four possibilities for the displacement effects to arise are proposed. The empkical analysis based on log-linear, logit and discriminant models suggests that regional policy have been more than a zero-sum game between the assisted and non-assisted areas in Finland during the period 1975-81. Certain characteristics of assisted firms are shown to predict probable displacement. The third main theme deals with regional underutilisation of labour resources. A method for the analysis of underutilisation is introduced. The aggregate measure is developed and it is split up into three components which take into account open unemployment, hidden unemployment and underemployment. In the empirical analyses a hypothetical reference labour market is estimated for each region separately and underutilisation is determined. The results indicate the existence of large regional differences in the utilisation of labour resources in 1989.
