Tutkimusmetodina toimii retorinen analyysi, joka rakentuu Chaïm Perelmanin retoriikan teorialle. Tutkielma rakentaa ensin vahvan pohjan suvereniteetin klassiselle määritelmälle jakamattomana, erottamattomana ja ehdottomana poliittisena valtana seuraamalla konseptin muodostumista modernissa poliittisessa ajattelussa muun muassa Bodinin, Hobbesin ja Rousseaun teorioiden kautta. Tähän klassiseen määritelmään peilattuna tutkielma analysoi Junckerin ja von der Leyenin lausuntojen argumentaation keinoja. Analyysissa paljastuu kuinka molemmat puheenjohtajat erottavat termien eurooppalainen suvereniteetti ja suvereniteetti merkityksiä klassisen suvereniteetin ominaisuuksista. Sen sijaan eurooppalaiseen suvereniteettiin liitetään arvoja kuten yhteistyö, jakaminen ja kyky toimia, korostaen eurooppalaisen suvereniteetin olevan kaikkia osapuolia hyödyttävä. Tämä uudelleenmäärittely vaikuttaa osin strategisesti motivoituneelta, kun sillä haetaan legitimiteettiä Euroopan Unionin toimille ja integraatiolle tai kun sitä käytetään vastavoimana suvereniteetin normatiiviselle ymmärtämiselle. Tutkielmassa selviää, kuinka modernissa poliittisessa ajattelussa on myös malleja ymmärtää konseptin ja sen merkityksen uusia ominaisuuksia. Konseptin todetaan olevan edelleen liikkeessä. This master’s thesis examines how the Presidents of the European Commission, Jean-Claude Juncker and Ursula von der Leyen, used the concepts of European sovereignty and sovereignty in their political rhetoric from 2018 to 2024. The research method is rhetorical analysis, which is built upon Chaïm Perelman’s theory of rhetoric. The thesis first establishes a strong foundation for the classical definition of sovereignty as indivisible, inalienable and absolute political authority by tracing the genealogy of the concept in modern political thought from theorists such as Bodin, Hobbes and Rousseau. Against this classical backdrop of sovereignty, the thesis analyses the methods of argumentation in the statements made by Presidents Juncker and von der Leyen. The analysis reveals how both presidents use dissociative methods to separate the concepts of European sovereignty and sovereignty from sovereignty’s classical aspects. Instead, European sovereignty is associated with sharing, interdependence and the capacity of agency, emphasising European sovereignty as mutually beneficial. This reimagining seems partially strategically motivated when it is used to source legitimacy for action within the European Union and integration, or when it is used to challenge the normative understanding of state sovereignty. The thesis also reveals how there are models of contemporary political science for understanding the new use of the concept and its implied meaning. The concept of European sovereignty is deemed a concept in motion.
